Does alot of makeup make one look older or younger?

This is super confusing. I’m 15 and often confused for an 11 or 12 year old. People tell me that if I wear too much makeup that it makes me look younger. I think it just makes me look like a clown. But then again,people turn around and say that they wouldn’t let their 11 or 12 year old wear ANY makeup,except some very light colors. No kids that age that I know of wear any makeup. So, how does it make one look younger if they wear alot of makeup?

I know this sounds kinda strange, but I’ve got an audtion coming up and I’m a little bit too tall, and a bit too old (and ‘developed’!). You may say give up but i want this so much! If I dye my hair any darker, though, my mom says she thinks it will look witchy. 
Though, I’d like a change, and going lighter is more damaging and costlier to maintain. I’m thinking of putting a dark blonde shade on it which makes it a lighter brown color. Do you think it’s true that going a bit lighter than your natural color makes you look younger? I don’t exactly want to look younger than my age at this point, but I don’t want to look older either!
